The North Suburban Access Corporation/CTV North Suburbs is a non-profit organization serving the cities of Arden Hills, Falcon Heights, Lauderdale, Little Canada, Mounds View, New Brighton, North Oaks, Roseville, and St. Anthony.

CTV North Suburbs promotes video programming by and for the community; manages community channels on the Comcast and CenturyLink cable systems; and encourages use of the production resources available for the residents, organizations and governments of these 9 cities.

The North Suburban Communications Commission administers and enforces the franchise agreements of the 9 cities.

Salary: $85,000-105,000

Hours: 40 hours/week

As the chief executive officer and principal spokesperson for CTV and NSCC, the Executive Director formulates and implements policies, programs and objectives for the community cable channels, resources and services, and inspires the participation of volunteers and organizations in CTV activities.

The Executive Director reports to the CTV/NSCC Board of Directors and must work effectively in a team environment.

Duties include ensuring that the cable operators comply with the terms of the franchise agreements; overseeing administrative, financial and program operations, and all CTV/NSCC personnel matters;

preparing and administering annual budgets;

developing and implementing responsible fiscal procedures and policies;

maintaining close working relationships with elected officials, non-profit organizations, schools, libraries, civic organizations and local businesses.

1. BA or BS degree from an accredited college or university, or equivalent experience

2. A minimum of 5 years management or supervisory experience in the community media field, public administration, communications or a related field, or any equivalent combination of training and experience.

3. Demonstrated experience in fiscal administration, planning, non-profit organization management, marketing/public relations, and human resource development.

4. An understanding of municipal budget processes, fundraising and financial management.

5. Personnel management experience, including responsibility for hiring and termination.

6. Excellent public speaking and written communications skills, including the ability to initiate, develop and maintain good relationships with a broad range of people.

7. A commitment to facilitate artistic expressing and the Constitutional right of free speech.

8. Desirable -- Knowledge of or experience in the cable TV/community media field, including federal, state and local regulations, program production, operating rules, training, etc.

Work experience with local government agencies, educators and community groups.

9. Proven successful track record in entrepreneurial activities and fundraising, including short- and long-term planning, grant writing, and the ability to cultivate prosperous relationships with the funding community.
