Description Summary 13;
This position will have accountability for providing strategic leadership direction and drive results that meet the strategic and operating functions within Government Market Solutions (GMS). This role will also partner with matrixed partners across the organization (Operations, Health Services) to ensure GMS strategic and operating objectives are met. Within GMS division, this position will lead Operations, Compliance, and Vendor Oversight. This role will oversee key aspects of the GMS compliance program, ensuring we are compliant with state and federal regulations, monitoring and auditing BCBSM functional support areas to ensure compliance with state and federal laws and regulations. Builds, manages, and maintains vendor relationships and partnerships that provide strategic value to the GMS teams. Serves as a key member of the GMS Leadership team providing strategic expertise and direction on operations, compliance, and vendor oversight.
Accountabilities 13;
:Leads a cross:functional team of Operations, Compliance and Vendor Managers.
:Ensures successful 2019 open enrollment and successful Medicare Advantage product launch across key operational areas
:Establish and maintain a positive working relationship with CMS/DHS/OIG and other regulatory agencies and industry leaders to identify regulatory issues that impact the Medicare /Medicaid business.
:Establish and maintain positive working relationships with matrixed partners across the organization to ensure theres an understanding of GMS operational priorities
:Oversee the GMS compliance plan that meets the Centers for Medicare and Medicaid program requirements, Department of Human Services (DHS) requirements and all other federal and state and contractual requirements.
:Collaborate with strategic partners and external customers to develop and implement continuous improvement strategies.
:Foster a performance driven climate.
:Serves as a key member of the GMS Leadership teams providing strategic expertise and direction on Operations, Compliance, and vendor management. This includes driving strategic decisions on how to provide an exceptional experience to Blue Cross Members.
:Oversees key vendor relationships within GMS. This includes managing the contractual, financial, and performance related components of these relationships.
:Directs the development of performance analytics to drive capabilities and strategic insights. Ensures performance reporting provides analytical insight to improve performance.
:Directs the department including interviewing and hiring employees following required EEO and Affirmative Action guidelines and ensuring employees receive the proper training. Conducts performance evaluation, and is responsible for managing employees, including skill and career development, policy administration, coaching
