:jobdescription:
SUMMARY
Under executive direction, provides executive and strategic leadership to the operations functions of the Capital Projects, Construction, Maintenance, Environmental Health and Safety, and Real Estate functions of the District.

Essential duties and responsibilities may include, but are not limited to, the following:

:Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the department; directs the preparation and administration of the departments budget.
:Plans, organizes, administers, reviews and evaluates the activities of professional, technical, maintenance and office support staff through subordinate managers and supervisors.
:Contributes to the overall quality of the departments service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
:Confers with District executive management to formulate policies and plans; prioritizes and allocates available resources; reviews and evaluates program and service delivery, makes recommendations for improvements and ensure maximum effective service provision.
:Oversees the design, construction, maintenance and repair of District facilities; ensures responsible use of District resources.
:Represents the department and the District in local and State forums; makes presentations before various advisory committees and legislative groups; oversees the best interests of the District in negotiations with others to provide services or take appropriate supportive action.
:Identify Project Steering Committees and Project Teams and ensures effective Community Engagement practices are implemented and maintained.
:Manages project budgets, scope, and timelines.
:Directs the selection of staff and provides for their training and professional development; interprets regulations and District policies and procedures to employees; ensures effective morale, productivity and discipline of department staff.
:Confers with members of other departments regarding departmental or District:wide operational matters; facilitates the resolution of problems and the development of coordinated policies.
:Directs the conduct of analytical studies; develops and reviews reports of findings, alternatives and recommendations; directs the maintenance of accurate records and files.
:Prepares and directs the preparation of a variety of written correspondence, reports, procedures and other written materials.
:Monitors and interprets changes in laws and regulations related to departmental activities and functions; evaluates their impact upon District activities, and develops and implements policy and procedural ch
