The Minneapolis Public School District is currently seeking a qualified individual for the position of RISK MANAGER. This position will develop, implement and administer a comprehensive risk management program to protect MPS assets and reduce or eliminate loss exposure; performs risk identification and analysis, recommends appropriate risk transfers and risk financing techniques.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Identifies and analyzes risks, and recommends appropriate risk transfers, risk controls and risk financing techniques.
  • Determines appropriate insurance coverage; markets, negotiates and purchases casualty and property insurance coverage for the District.
  • Develops and administers the following budget items: insurance, self-insurance retentions, and property; analyzes variances and provides financial status reports as needed; develops annual budget projections.
  • Develops, designs, implements and monitors loss control programs (i.e., defensive driving, premises liability injury reduction, etc.).
  • Reviews and approves all small to medium-sized property and casualty claims and settlements; retains claim adjusters and investigators; assists defense counsel in case preparation and settlement posture; attends Mandatory Settlement Conferences; monitors case development; manages the self-insurance funds from which payments are made; sets case reserves; coordinates defense and recovery strategies with insurance carriers.
  • Advises District management and staff on insurance and liability issues; reviews and approves special events; approves/disapproves project implementation or continuation.
  • Reviews and approves contracts for insurance and indemnification language; makes recommendations regarding contract revisions.
  • Interacts with insurance service vendors and other private and public agencies; writes RFPs and conducts RFP process for service providers in insurance related contracts; approves requisitions for premium and contract payments; manages brokers and TPAs.
  • Analyzes loss data to determine risk exposure and advises executive cabinet of gaps in policy or procedure that create loss exposure for the District.
  • Develops, implements and provides training on risk management.
  • Coordinates litigation and recovery strategy between General Counsel's Office and insurance carriers.


Education, Training and Experience Guidelines

Bachelors Degree in Business or Public Administration; AND four (4) years of professional experience in risk analysis, safety operations, claims adjustments, liability and workers compensation; OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:

  • Principles of risk management, including records management, and claims processing regulations.
  • Accounting procedures and legal and procedural requirements for claims management programs.
  • Principles and practices of public sector administrative management, including cost accounting, budgeting, purchasing, contract management and employee supervision.
  • State and Federal laws, statutes, rules, codes and regulations governing risk management.
  • Organizational and functional responsibilities of HR Department work groups.
  • Principles and practices of effective customer service.
  • Principles of confidential records and file management.

Skill in:

  • Interpreting and explaining technical employee claims administration policies and procedures.
  • Answering questions, advising staff, and resolving problems regarding liability programs, plan design, coverage, and claims issues.
  • Researching, collecting, analyzing, and preparing data and generating reports.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Using initiative and independent judgment within established procedural guidelines.
  • Providing effective customer service.
  • Reviewing documents and extracting relevant information.
  • Establishing and maintaining effective working relationships with co-workers and clients.
  • Operating a personal computer utilizing standard and specialized software.
  • Communicating effectively verbally and in writing.
