PURPOSE/SCOPE: Responsibilities include review, negotiation, preparation and monitoring of contracts and bids for Federal, and State and Local Government (SLG). Ensure compliance with Government procurement regulations and Tennant Company corporate policies and procedures. Advise management on any known non:conformance. Oversee General Services Administration (GSA) contract renewals. Act as primary interface in GSA audits. Serve as official company contracts representative with Government customers, Federal and SLG. Partner with Legal to provide advice on government customer contract legal requirements and government regulations. Manage government customer contracts ensuring timely product additions, deletions, and price list updates to current contracts. Develop solutions to a variety of complex government contract and business problems.
:Collaborate with managers in legal, finance, customer service, pricing, IT, marketing and sales for contractual review and changes, and to gather information required for government customer contracts, bids and reporting
:Participate in government customer pre:award contract assessments and strategy sessions
:Interpret government customer pre contract terms and conditions
:Manage GSA Schedule and SLG contracts for compliance
:Interact with Government Contract Officers and other GSA contract representatives
:Monitor company performance against GSA contractual rights and obligations
:Schedule and assist with on:site GSA contract compliance audits
:Manage GSA Advantage website content regarding: GSA contracts to ensure accuracy and timely updates of information
:Prepare and submit government contract modification requests
:Conduct formal contract audits to ensure client and Company compliance to all contractual requirements
:Thoroughly review all bids (RFQs, RFPs, ITBs, IFBs) to identify all requirements necessary to submit a compliant bid package to the customer.
:Cradle to grave government contract management and perform all tasks that this requires.
:Complete high:level, complex, special projects and activities
:Special projects as assigned
:High School Diploma with 5+ years of experience, Bachelor's degree highly desired
:Prior knowledge and experience with government contracting, contract administration and familiarity with GSA schedules is highly desired
:Microsoft Office skills required, SAP experience a plus

:Ability to read, analyze, and interpret contract documents, requests for proposals, contract forms, and other documents related to contract and bid administration.
